it should be created automatically, please make sure your are using the right version of Xmap for your Joomla installation:
Joomla 1.5 => Xmap 1.2.x
Joomala 1.6 or newer => Xmap 2.x
Joomla 1.5 => Xmap 1.2.x
Joomala 1.6 or newer => Xmap 2.x
