Permission problem

I've just installed 1.5 Native, apparently successfully. But when I tried to access
anything in media gallery admin system eg settings I get :
You don't have permission to access /Joomla/administrator/index2.php on this server.
Although the permissions on this file looked OK, I opened them up fully and reinstalled but no change. I couldn't find any past info on this in the forum.
What am I doing wrong?
